A successful registration is binding for the phase. To change schools you would generally need to apply for a transfer through MOE after the registration exercise, subject to vacancies.
Transfers are not guaranteed and depend on whether the desired school has vacancies. School transfer requests are typically made closer to or after the start of the school year.
Because of this, it is worth shortlisting carefully and checking ballot history before committing to a school in any phase.
