Can Permanent Residents (PRs) register for P1?

Yes. PRs can register in the phase they qualify for, but Singapore Citizens are always given priority over PRs within the same phase and distance band when balloting.

Citizenship is a higher priority than home-school distance. This means a Singapore Citizen living beyond 2km is still considered before a PR living within 1km in the same phase.

PR families therefore tend to face tougher odds at oversubscribed schools and may want to shortlist schools that have historically not balloted out their PR applicants.
