Balloting is a computerised random draw held when a phase has more applicants than vacancies. It only happens within the priority group where places run out.
P1 places are first allocated by priority — by phase, then citizenship, then home-school distance. A ballot is only triggered inside the specific group where the number of applicants exceeds the remaining vacancies.
For example, if a school has 20 places left for Singapore Citizens living within 1km but 30 such children apply, those 30 are balloted for the 20 places. Children in lower-priority groups are not considered once places are filled.
The draw is random and computerised — there is no advantage to registering earlier within a phase.
