Yes. Since 2022, the former Phases 2A1 and 2A2 were merged into a single Phase 2A, so popular schools now ballot in this phase more often than before.
Only if the phase is oversubscribed and goes to ballot. Then priority follows the standard order: Singapore Citizens within 1km, then 1–2km, then beyond 2km, before Permanent Residents.
